Expression of Interest (EOI)
Development of Interactive Digital Content for Science, Mathematics, and Arabic Language
As part of the National Center for Curriculum Development and Evaluation’s efforts, in partnership with the Ministry of Education in the Hashemite Kingdom of Jordan, to develop and modernize school curricula in a manner that enhances the quality of education and supports digital transformation in learning environments, the Center intends to procure the services of a specialized company (or consortium of companies) to digitize school curricula for Science, Mathematics, and Arabic Language for grades 1 through 12. The scope of work includes the design and development of interactive digital learning content, aligned with the approved national frameworks and standards, in accordance with a phased implementation plan to be approved by the Center.
Accordingly, the Center invites qualified companies and institutions at this stage to submit an Expression of Interest to undertake this assignment, provided that the submission includes evidence demonstrating compliance with the following requirements:
- A company profile that provides an overview of the applicant organization, including its size, organizational structure, number of staff, scope of services, key areas of expertise, and major projects implemented in the field of school curriculum digitization.
- Experience Portfolio demonstrating the organization’s experience in implementing national and/or international projects related to school curriculum digitization within approved national frameworks and standards, including the scope of work delivered, project size, and key outputs.
- Statement of technical capabilities outlining the specialized technical capacities available within the organization, including instructional design, digital content development, technical integration, large-scale project management, and quality assurance, supported by appropriate evidence and references.
- Statement of financial capacity, supported by audited financial statements for the last three years.
- General implementation approach for executing the digitization project at the national level, outlining the proposed operational methodology, a phased implementation plan, and mechanisms for coordination and integration with a national team to be established for this purpose.
Applicants may submit individually or as part of a legally established consortium, provided that the consortium's lead entity is clearly identified. No changes to the consortium structure shall be permitted after the announcement of the shortlist without the prior written approval of the Center. Applicants may also choose to apply for the development of digital content for one or more subjects, or for a specific grade level, in line with their areas of specialization and technical expertise. Based on the submitted qualifications, the Center will prepare a shortlist of qualified companies. Only the shortlisted companies will be provided with the Request for Proposals (RFP) document and invited to submit their technical and financial proposals in accordance with the approved procedures.
Upon completion of the development, alignment, and implementation processes, and as will be specified in the tender documents, all intellectual property rights related to the content and materials developed under this project shall be transferred to the National Center for Curriculum Development and Evaluation, in accordance with the approved contractual terms. The tender documents may also require that hosting and/or operational services be carried out within the Hashemite Kingdom of Jordan, as specified in the final tender documentation.
